"QDR." See Quadrennial Defense Review."

"Quadrennial Defense Review" is a review of defense strategy and corresponding requirements undertaken every four years in conjunction with a new Presidential administration. See Quadrennial Defense Review Report, Sep 30, 2001 and/or Quadrennial Defense Review Report, May 1997.

"Qualification requirement" means a Government requirement for testing or other quality assurance demonstration that must be completed before award of a contract.

"Qualified bidders list (QBL) " means a list of bidders who have had their products examined and tested and who have satisfied all applicable qualification requirements for that product or have otherwise satisfied all applicable qualification requirements.

"Qualified manufacturers list (QML) " means a list of manufacturers who have had their products examined and tested and who have satisfied all applicable qualification requirements for that product.

"Qualified pension plan" means a pension plan comprising a definite written program communicated to and for the exclusive benefit of employees that meets the criteria deemed essential by the Internal Revenue Service as set forth in the Internal Revenue Code for preferential tax treatment regarding contributions, investments, and distributions. Any other plan is a nonqualified pension plan.

"Qualified products list (QPL)" means a list of products that have been examined, tested, and have satisfied all applicable qualification requirements.

"Qualified special disabled veteran" means a special disabled veteran who satisfies the requisite skill, experience, education, and other job-related requirements of the employment position such veteran holds or desires, and who, with or without reasonable accommodation, can perform the essential functions of such position.

"Qualifying country" means any country set forth in subsection 225.872-1 of the Defense Federal Acquisition Regulation Supplement.

"Qualifying country" is a term used to describe certain countries with memoranda of understanding or international agreements with the United States. These countries are listed in 225.872-1.

"Qualifying country component" means an item mined, produced, or manufactured in a qualifying country.

"Qualifying country end product" means-
(i) An unmanufactured end product mined or produced in a qualifying country; or
(ii) An end product manufactured in a qualifying country if the cost of the components mined, produced, or manufactured in the qualifying country and its components mined, produced, or manufactured in the United States exceeds 50 percent of the cost of all its components.

"Qualifying country offer" means an offer of a qualifying country end product, including the price of transportation to destination.

"Qualifying proposal" means a proposal containing sufficient information for the DoD to do complete and meaningful analyses and audits of the-
(1) Information in the proposal; and
(2) Any other information that the contracting officer has determined DoD needs to review in connection with the contract.

"Qualifying proposal'' means a proposal that contains sufficient information to enable the Department of Defense to conduct complete and meaningful audits of the information contained in the proposal and of any other information that the Department is entitled to review in connection with the contract, as determined by the contracting officer.

"Quality" means the composite of material attributes including performance features and characteristics of a product or service to satisfy a given need.

"Quality assurance" is a planned and systematic pattern of all actions necessary to provide adequate confidence that adequate technical requirements are established; products and services conform to established technical requirements; and satisfactory performance is achieved.

"Quality audit" is a systematic examination of the acts and decisions with respect to quality in order to independently verify or evaluate the operational requirements of the quality program or the specification or contract requirements of the product or service.

"Quality program" is a program which is developed, planned, and managed to carry out cost-effectively all efforts to effect the quality of materials and services from concept exploration and definition through demonstration and validation, engineering and manufacturing development, production and deployment, and operations and support.
